Age old debate continues: Who should pay to clean up Vacuum Oil's mess? by Erica Bryant Rochester Democrat and Chronicle (NY) January 20, 2018 A lot of nasty stuff sits in the soil around the old Vacuum Oil refinery on the Genesee River. Tests have found lead, arsenic, mercury and copper in the surface layer of dirt, and various difficult-to-pronounce carcinogens. Down lower, much of the soil is soaked with petroleum. The developer DHD plans to build housing at the site, which is part of the state's Brownfield Opportunity Area Program. Some who live nearby were upset to learn that the developer may pursue a less thorough cleanup method than it had originally proposed.
