Apartments, upgrades could be coming to Wilmington’s Hanover Center
But investor says the state needs to designate the Oleander Drive site a brownfield site before it begins

WILMINGTON -- A joint venture that could see the overhaul of the Hanover Center complex on Oleander Drive hinges on whether North Carolina deems it a brownfield site, according to an application submitted by two companies.

Myrtle Beach-based Burroughs & Chapin and Wilmington-based The Oleander Company outline plans for a joint venture that would see Burroughs & Chapin provide up to $25 million in funds to upgrade the site, which houses a Harris Teeter, Books-A-Million and Hobby Lobby, among other retail outlets. The Oleander Company, along with its Azalea Plaza Associates subsidiary, owns the roughly 39-acre retail tract across from Independence Mall.

“This type of dated, strip-type commercial/retail center and vacant land does not represent the highest and best use of the property, and it is underused. The contamination issues further contribute to the underutilization of the property,” the application stated.
