One of S.F.’s most contentious land use battles ends with construction of new housing

Three and a half years after Sunset neighbors mobilized to block an affordable housing project at 2550 Irving St., construction workers have fenced in the property and backhoes are parked next to piles of dirt, ready to start digging. 

The seven-story, 90-unit project, one of the most contentious in the annals of San Francisco land use fights, is significant because it will become a model — good or bad — for what it means to put dense affordable homes in a neighborhood that has been resisting density for decades. The area has added only 26 low-income units over the past few decades.

On Wednesday, Mayor London Breed and Supervisor Joel Engardio celebrated the start of construction and expressed hope that the project would smooth the path for similar development on the city’s west side, including a 216-unit low-income senior project at 1234 Great Highway, a site currently occupied by the Rodeway Inn & Suites motel.
