New base-closure wrinkle Hastert: States must OK Guard moves Billy House Arizona Republic April 21, 2005 WASHINGTON - The Pentagon cannot shut down National Guard installations or relocate Guard units without the approval of governors, who have authority over the Guard during peacetime, U.S. House Speaker Dennis Hastert contends. Hastert's assertion adds a new wrinkle of uncertainty to Pentagon plans to announce by May 16 its recommended base closures and realignments, including some expected large-scale eliminations and realignments of National Guard units. "We respectfully request that any and all actions taken against Air and Army National Guard bases without the consent of the governors of those states be stopped immediately," Hastert, R-Ill., wrote in a March 24 letter to Secretary of Defense Donald Rumsfeld. ...
