Closure of shipyard could be gradualBy DOUGLAS P. GUARINO Foster's Daily Democrat (NH) May 3, 2005 KITTERY, Maine — If the Portsmouth Naval Shipyard were placed on the upcoming federal base closure list, officials would have two to six years to complete its shutdown. With at least two years worth of substantial nuclear submarine overhaul contracts already lined up for Portsmouth, retired shipyard commander Capt. William McDonough expects the yard would stay open at least through 2007. ... It is not certain how much time the yard — if it makes the list — would take to close within the two-to-six year timetable mandated by the federal Base Realignment and Closure process, known as BRAC. Economists say a gradual closure process will dilute the short-term impact on the region's economy, by giving shipyard workers more time to find other jobs. ...
