Civilian jobs hang in BRAC balance base closures: Keeping tech teams up and running a major issue By Timothy R. Gaffney Dayton Daily News (OH) June 12, 2005 WRIGHT-PATTERSON AIR FORCE BASE | When it comes to military base closings and realignments, commanders can order their troops to load up and move out. It isn't so simple with civilians, especially the highly educated scientists and engineers in the Air Force Research Laboratory. Civilians facing relocation may choose to retire or change jobs rather than uproot their families for an uncertain future in another part of the country. Keeping researchers focused on their work and preventing world-class technology teams from coming unglued is the challenge facing AFRL's senior managers in the long, hot summer of the 2005 Base Realignment and Closure program. "It's a huge issue. It's the issue," William Borger, AFRL's plans and programs director, said last week. It's a major issue at Wright-Patterson because 2,220 of AFRL's 5,320 job slots are assigned there. AFRL's headquarters and five of its 10 research divisions - called directorates - are based on Wright-Patterson. ...
