[The U.S. Coast Guard is a major user of the runways at Otis Air National Guard Base (MA), so the proposed "closure" of Otis would simply mean that operational costs would be shifted within the federal government. During a meeting in Washington, D.C., last week, Air Guard leaders conceded there was no "meaningful" discussions between the two services even though both share the Otis airfield, said U.S. Rep. William Delahunt, D-Mass., the Cape's congressman. If they had, Delahunt said, Pentagon leaders would have known the Coast Guard would have to absorb the $15 million to $25 million annual costs of maintaining the airfield.
