A tale of two cities plays on Broadway

Navy site deal would reshape waterfront

San Diego's downtown waterfront could change dramatically in the next 
few years. Or not.

If developer Doug Manchester can get a deal done, by 2011 there could be 
a new skyline of gleaming hotels, shops and offices, to go with a nearly 
2-acre park, on the waterfront between Broadway and Seaport Village 
instead of squat concrete Navy buildings. If Manchester's project falls 
through, the military will dispose of the 14.7-acre parcel as it has 
other former military bases and facilities closed through base 
realignment and closure, or BRAC.
