A tale of two cities plays on Broadway Navy site deal would reshape waterfront By Dani Dodge SAN DIEGO UNION-TRIBUNE (CA) July 9, 2006 San Diego's downtown waterfront could change dramatically in the next few years. Or not. If developer Doug Manchester can get a deal done, by 2011 there could be a new skyline of gleaming hotels, shops and offices, to go with a nearly 2-acre park, on the waterfront between Broadway and Seaport Village instead of squat concrete Navy buildings. If Manchester's project falls through, the military will dispose of the 14.7-acre parcel as it has other former military bases and facilities closed through base realignment and closure, or BRAC. ...
