[CPEO-IRF] Camp Bonneville intent to sue

The Rosemere Neighborhood Association (Clark County, Washington) has 
sent a letter to the Army and Clark County notifying them of intent to 
sue in opposition to the proposed "early transfer" of Camp Bonneville to 
the County.
