Judge strikes Cecil referendum from ballot

A Circuit Court judge has ruled that a proposed referendum that would force the city to turn Cecil Commerce Center over to the Navy will not be on the Nov. 7 ballot.

Judge Bernard Nachman ruled that the referendum's ballot summary is misleading and that the proposed amendment exceeds the limited range referendums have to repeal or enact ordinances.

The referendum was introduced by VoteJacksonville.com, a political action committee. The group formed after Virginia failed to meet requirements set by the 2005 BRAC Commission for ensuring the Navy's East Coast master jet base remain at Naval Air Station Oceana, Va.
