Concord dumps plan for 13,000 houses at weapons stationBy Ryan Huff CONTRA COSTA TIMES/San Jose Mercury News (CA) May 24, 2006 CONCORD - The City Council voted unanimously Tuesday night to scrap a plan for up to 13,000 houses at the Concord Naval Weapons Station, creating a blank canvas for how the city will proceed with its most ambitious project in recent history. The council's decision marks a major victory for open space advocates and concerned neighbors, who for months have lobbied against massive housing developments. The city devised the housing parameters in 2003 -- long before Congress last fall approved the closure of 5,170 acres at the former Navy base. The council also removed other weapons station project planning numbers -- including the creation of up to 15,500 jobs and keeping about half the land as open space and parks -- from its draft general plan, which will guide city growth for the next 24 years. ...
