Redevelopment will have specific process
Over the past six months, local media have reported on several occasions about the closure of the Navy Supply Corps School and the potential reuse of the property. These reports have focused on one or more aspects of the base closure process, and while they, for the most part, have been factually correct, standing alone they lack the overall context and legal framework of the Base Realignment and Closure process. The purpose of this column is to provide an overview of the BRAC process as it relates to the Navy Supply Corps School and to Athens. Federal law mandates that the Navy Supply Corps School close by March 2011. The federal process for military base closure and reuse planning is complex and regulated by federal law. The Defense Base Closure and Realignment Act of 1990, as amended, places responsibility for base reuse planning in the hands of the Local Redevelopment Authority. In June 2005, Athens-Clarke County's mayor and commission appointed a diverse group of 16 local residents to serve as volunteer members of the LRA. The LRA is recognized by the Department of Defense as the single voice of the community in responding to BRAC. The primary responsibility of the LRA is to develop a reuse plan for the NSCS that appropriately balances the community's desires and needs. ...
