BRAC process route Concord's way to goPETER MULLIN VIEWPOINTS, Contra Costa Times (CA) December 6, 2006 The Shaw Group Inc. forwarded Wayne Arny, deputy assistant secretary of the Navy in charge of installations and facilities, an "unsolicited proposal" Oct. 30 to acquire the 5,100 acres of the Concord Naval Weapons Station in exchange for performing other military construction projects for the Navy. This proposal would shortcut the Base Realignment and Closure Act provisions (BRAC). Shaw has sent a letter to members of the community indicating that it fully supports the city of Concord's planning process and "would fully support all the public benefit transfers approved by the City Council." But the city of Concord isn't buying it and instead wants the process set forth in the Base Redevelopment and Realignment Manual to be followed. ...
