Revitalizing excess property By TIM KAUFFMAN Federal Times September 10, 2007Two years ago, the Defense Department recommended shutting down the Navy's 225-acre support base in New Orleans. Relocating workers to other cities would save the department $276 million in 20 years, but the loss of nearly 2,100 jobs would be devastating for the region. So local politicians fought hard to save the base and turned for help to retired Marine Corps Gen. David Mize, who previously headed one of the base’s main tenants, the Marine Corps Reserve. Thanks to some innovative partnering, financing and leasing arrangements that Mize proposed, the 100-year-old base will breathe new life as home to numerous federal offices and be completely redeveloped at no cost to the government. Mize hopes the project, dubbed Federal City, will set the standard for how defunct bases can be turned into viable developments for both the government and local communities. ...
