I have worked for a few years to promote language in the FFERDC Report, the DOD-EPA Guidelines, and elsewhere that would maximize community influence over the cleanup process. It is important to recognize, however, that no set of procedures can guarantee that the community, or an particular interest within the community, will be heard. When push comes to shove, what really counts is how well organized the community is. If you can't demonstrate widespread support, don't expect the Army, Navy, or Air Force to listen to you. On the other hand, if you do have a strong base, you can influence decisions even in the absence of clear democratic procedures. Lenny Siegel | |
