1. RABs vary greatly in the level of genuine community participation. 2. FFERDC meetings are legally and practically open to the public. Non-members can speak at plenary sessions, however, only during public comment periods. On the other hand, public representatives on the committee, such as Ross and myself, speak frequently and effectively. If anything, the public is driven away by confusion - most plenary sessions begin with non-directional discussions about what we want to talk about - not exclusion. Lenny | |
