Subject: Possible Elimination of Tribal DOD ER Funds

The word is that the Department of Health and Human Services will not 
object if the Department of Defense fails to transfer the 1995 $8 million 
authorized in the Defense Appropriations to the Administration for Native 
Americans in DHHS. This way both Departments get credit for stiffing the 
Indians. The Department of Defense does not need much in the way of 
encouragement to hang on to the $8 million. 94 was the first time the 
money was actually transferred despite authorizing language in the two 
previous years. The 1994 $8 million was also on Senators McCain and 
Warner's hit list that was sent to the President so there may be some 
sentiment in Congress to rescind those monies since ANA has not yet 
awarded the DOD environmental mitigation grants to the tribes.

We need some support to ensure that the DOD does transfer the 95 funds 
and to dissuade the Congress from rescinding the 95 monies.
