DOES ANYONE CARE ABOUT THE BUDGET CUTS?

 Gawain has been posting reports about the free fall in 
Defense cleanup spending, and I haven't seen much reaction, either 
on this newsgroup or elsewhere. The problem is, I don't think 
Congress or the White House is hearing much either. That's why 
they keep cutting.

 It won't do us much good to perfect forms of oversight, 
public participation, or job training, if there's no money for cleanup.

 I'd be interested in hearing anyone's analysis of why the 
cleanup budget keeps getting reduced or suggestions/strategies 
about how to reverse the trend before it's too late.
