Hi,
 I need some help.

1) What law says that the military must cleanup their mess? Were
military facilities excluded from NEPA, RCRA? Is it only the
FFCA (Federal FAcilities Compliance Act) of 1992?

2) What law(s) say that the military must allow the community
to participate in the restoration of closing bases?
