RESCISSION DETAILS

The Environmental Security office has released a "list of projects 
representative of those that [it] will be not able to perform due to the 
$300 million FY95 DERA rescission." The list is subject to change 
due consultation with regulatory agencies and possible of the 
Feinstein Amendment, which was designed to protect projects at 
bases proposed for closure by the Secretary of Defense earlier this 
year. It is also important to recognize that many of these projects will 
be funded in FY96, and that they in turn will delay other projects 
"next in line" for funding. Still, the list gives a good idea of where 
the pain from the rescission will be felt.

The list also includes a $5 million cut in payments to state regulatory 
agencies under the DSMOA (Defense State Memoranda of 
Agreement) and a $4 million reduction for transfers to the Agency 
for Toxic Substances and Disease Registry (ATSDR) for health 
assessments.

In the first list below I present those bases likely to suffer the 
postponement of $1 million or more in cleanup projects, ranked by 
dollar value. The reductions at those 75 facilities are likely to total 
nearly $235 million, or 78% of the total rescission. Note, however, 
that several Air Force command headquarters are listed (identified 
by asterisks (*), but it is likely that those funds represent cleanup 
activities at a number of bases.

In developing the list, the armed services used their new risk 
evaluation framework, but in a hurry and without participation from 
regulatory agencies or public stakeholders. 

They compiled the projects remaining for the fiscal year, and 
assigned priorities - high, medium, and low. Because the rescission 
came halfway into the year, and because contract offices are under 
press to obligate early - "that is, use it or lose it" - many high priority 
projects were put on the rescission list. The list below lists, by base, 
the dollar amount (in thousands) of high priority activities that 
probably won't happen in FY95 because of the $300 million 
rescission. Note that some bases contain both high and lower priority 
projects, so the totals in this table are not the total of the projects 
delayed at those bases because of the rescission.

The high priority projects account for more than $124 million, or 
41% of the $300 million rescission.
