Questions for the Record Senate Armed Services Committee, Readiness Subcommittee Environmental Security Programs April 5, 1996 ______________________________________________________________________ Funding for Environmental Requirements at BRAC I, II and III Installations Senator McCain: In connection with the 1995 hearing of the Department of Defense Environmental Security Programs before the Subcommittee on Readiness for the Senate Armed Services Committee, the Department indicated that sufficient resourse were budgeted to fully fund all BRAC environmental requirements. Subsequent information suggests that there may be a potential for funding shortfalls. (a) Do the military departments have adequate funds to complete environmental cleanup at BRAC I, II, and III installations? (b) If not, how do the military departments propose to resolve this issue? Ms. Goodman: For FY 1997, the Department has requested $776.6 milion for BRAC environmental requirements, identified by the Military Departments and Defense Agencies, as part of the overall BRAC account. The Department has the flexibility to re-program funding within the overall BRAC account if any new environmental requirments arise. However, Congress has imposed a ceiling on the amount of BRAC funding that can be devoted to environmental requirements. A Congressional notification is required for the environemntal ceiling to be exceeded. The Department woud be better able to manage BRAC resources without an environmetnal ceiling in the overall BRAC account. **************** Questions For The Record Senate Armed Services Committee, Readiness Subcommittee Environmental Security Programs April 5, 1996 _____________________________ FAST-TRACK CLEANUP Senator McCain: The Department of Defense report on Fast-Track Cleanup: Success and Challenges (1993-1995) projected completion of 86% of the Environmental Impact Statements (EISs) for BRAC 1988 and 1991 installations by the end of 1995. (a) What was the actual percentage of EIS completion by the end of 1995? (b) In 1995, what was the actual percentage of EIS completion for BRAC 1993 installations? (c) What are the total number of BRAC installations transferred for reuse as a result of Fast-Track Cleanup? Ms. Goodman: (a) NEPA documentation has been completed at 32 (73%) of the 44 BRAC 1988 and 1991 installations included in the report. (b) NEPA documentation has been completed at 13 (39%) of the 33 BRAC 1993 installations included in the report. (c) DOD has transferred portions of 15 installations by deed (over 5,190 acres). Over 28,723 acres has been leased. | |
