QUERY ON PROPERTY TRANSFERS
We just received the following inquiry:
Does anyone know of a former military base, transferred by deed [under 
CERCLA 120(h)(3) or 120(h)(4)], where additional responses - required 
by (a) new contamination, (b) failure of the original remedy, or (c) 
changes in cleanup standards - were prevented and delayed by (a) the 
military saying "We will not return to cleanup" and/or (b) the 
transferree saying that it was not responsible for the further cleanup?
