From: Don Zweifel <zweifel@nexus.chapman.edu> To all interested parties: The DON always refers to the Dept. of the Navy. A MCAS refers to an air station or air base under the command of the Marine Corps. The Corps is under the overall command of the DON through the CNO or Chief of Naval Operations (Adm. Johnson). The CMC's or Commandant of the Marine Corps' (Gen. Krulak) office is immediately next to the SecNavs or Sec'y of the Navy (the Hon. Mr. Dalton) in the pentagon's E-ring or outer offices. The Corps has always been under the "wing" of the DON but now perhaps on a little shorter leash. The CMC's office was until recently across town in Henderson Hall. Funding for the Corps comes through the CNO and is called "green money" (aptly named since the marines wear mostly green uniforms). "Blue money" is directed to Naval O&M or operations and maintenance. All marine air stations receive "green money" for O&M and "blue money" to maintain the station, however these facilities are technically naval installations, if we're not mistaken. The land was purchased through the DON so they are ultimately responsible for the remediation or cleanup and restoration of the facility not the Corps. Marine personnel however, do have duty assignments that augment the Navy's tasking orders regarding the above. Hope that this answers some of your queries. Don Zweifel CalEPA Adv Grp | |
