I would like to hear more from Polly or others about "cost plus award 
fee" contracts. My understanding is that they can be used to promote 
performance, but that contracting offices are lax in scrutinizing 
accomplishments. For any type of performance-based system to work, 
including possible contracts of this type, the performance criteria 
should be developed in consultation with regulators and the public. The 
performance evaluations should at least be public, and if legal, 
outside stakeholders should take part in evaluations.
