CAL DSMOA COMPROMISE Word is that the Defense Department has modified its offer of DSMOA (Defense State Memorandum of Agreement) funding to California. For the rest of the state fiscal year (until June 30), funds will be provided at $1,333,333 per month, the current burn rate. For next year, Defense will provide about $13 million, 25% below California's request. In essence, the Defense Department is giving California more time to adjust to the new rate. But Cal-EPA has already disbanded its headquarters unit supporting military cleanup activities. Its participation in partnering efforts such as the BADCAT Environmental Technology Partnership and the California Military Environmental Coordinating Committee will suffer. Lenny Siegel | |
