Good advice. The one drawback of the "BACT" approach is that is can
interfere with efforts to demonstrate and deploy better, innovative
technologies, an option the Sierra Club has argued nationally must be high
on the cleanup agenda. Even the best of the old stuff is not very
impressive.

But the concentration/risk approach is no better in that regard and carries
with it the inevitable ethical problems associated with QRA-based
standard-setting.
