[In response to Bill Smith] Good advice. The one drawback of the "BACT" approach is that is can interfere with efforts to demonstrate and deploy better, innovative technologies, an option the Sierra Club has argued nationally must be high on the cleanup agenda. Even the best of the old stuff is not very impressive.
