RANGE RULE SUBMITTED TO O.M.B. On June 12, 1997, the Department of Defense (DOD) submitted the draft proposed Range Rule, designed to govern its response to explosive contamination at closed munitions impact ranges, to the White House Office of Management and the Budget (OMB) for review. During OMB review, there is no opportunity for public comment, but once the rule is formally proposed (in about two or three months) there will be a 90-day comment period. During that period, DOD is expected to hold four regional public meetings to discuss the document, and the Range Rule Partnering Team, in which DOD meets with state officials, tribal representatives, and me, will be holding a session as well. The Defense Department also reports that the Range Rule Risk Model/Protocol is likely to be released to the public in August. Lenny Siegel | |
