Old Bases

I have received an inquiry:

Does anyone have much experience with cleanup at old military bases that
consist both of BRAC (Base Realignment and Closure) and FUDS (formerly
used defense sites) parcels? Cleanup is funded separately, so it's
possible for two similar, adjacent pieces of property to proceed on
entirely different schedules?

Is this the norm, or has someone figure out a way to coordinate the two?
