This case is agood illustration of the dangers of the current shift in DOD and 
EPA policy away from cleanup of contaminated sites back to containment of 
contaminants in place with reliance on land use restrictions and institutional 
controls to protect the environment and human health. 
This case seems to illustrate what a weak reed this will be.
