NAVY OFF HOOK AT HIPPS ROAD A federal appeals court has overturned a lower court's 1995 order that the Navy pay at least $1.7 million in compensation to 86 people as compensation for sickness and death caused by pollution at the Hipps Road Landfill, in Jacksonville, Florida. The Navy had been held liable because it was the source of much of the toxic stew found at the Landfill, now a Superfund site. The appeals court ruled that the Navy had transferred its liability to the private waste disposal company that hauled the waste from Jacksonville area Naval bases.
