What Laws Apply?

As the State of New Mexico begins to have dialogue on Permitting process and
clean up of active DOD facilities; and facilities list haz mat sites... I am
curious, under what designation do foreign governments, who are and were
tenants at facilities such as White Sands Missile Range, and other DOD
facilities, fall? GOCO? other?

Isn't there some law that states that which ever countries environmental laws
are more stringent, home or host, the most stringent will apply?
