Please correct me if I am incorrect: if the problems some Army RABS are having are caused by the fact that the Army Corp of Engineers makes all the decisions as to which technology is used, and where, and when (clean ups were started before RABs were formed in many cases) it is either good that some Defense Environment Security positions are being moved to the Army, or very bad. It is clear that military facilities need to be more neighborhood-friendly, one way to do this is to have established boards, RABs, better yet CABs, made up of private citizens, not associated with the military, that can accept public concerns seriously and suggest, i.e. advise is actions are necessary. And in the process improve the military image. At present RABs for the Army have more limited scopes of authority than the other services. Rather than eliminating, devolving, or limiting RABs there is a need for RABs to have expanded powers to advise, and be transformed into CABs, expecially in those areas where military actions may impact, or appear to impact, the health, welfare, and safety of the adjoining publics.
