X-Mailer: Mozilla 3.01-C-MACOS8 (Macintosh; I; PPC) In response to Don Gray's comment on the preferability of the design of nuclear weapons without actually building and testing them: That's the way the "Stockpile Stewardship Program" has been sold, and in the short run, there may be some advantages. In the long run, however, it will be easier for anyone to build nuclear weapons with the aid of software developed through that program. The transfer of such software - in the long run - cannot be controlled. It is possible to maintain and even refurbish the existing nuclear stockpile, if downright nuclear disarmament is rejected, without inventing all these new tools for designing more sophisticated and catastrophic weapons.
