In the early 1980's there were controlled burns at the Mass. Military
Reservation on Cape Cod. These burns were done by setting a fire and letting
it burn inward - so a great deal of concern went to animals that could be
trapped in this so called ring of fire - I recall testifying at a hearing 
that
was about these burns - so we were permitted to speak but I don't recall
anyone listening.
