Something doesn't sound right. Did the RAB challenge the Army in their decisions and that made the Army uncomfortable? Specifically what was the problem? A statement like "the Fort Ord RAB has been ineffective in fulfilling these important responsibilities" sounds suspicious. General Comment: The RAB from what I have read is not just a passive group. No one would give up their free time and come to meetings if they felt their concerns aren't taken seriously. If the installation basically holds the viewpoint that they are going to do what they want, and is just informing the community as to how and why they made the decisions; and if the community has no real impact, then why would anyone bother to come?
