I appreciate Larry's explanation, but it comes up short. Around here, in Silicon Valley, private responsible parties manage to do off-property sampling on private property. Furthermore, it's often possible to conduct sampling on property owned by state, local, or tribal governments, or by other federal agencies. I could only understand extra approval for sampling that requires access to private property.
