In what appears to be an precedented, and definitely a positive move, the Department of Defense (DoD) is circulating a draft of its Munitions Action Plan to non-DoD stakeholders for review and comment at the same time it is reviewing the document internally. The Munitions Action Plan is an internal DoD management document, not a rule or regulation, being developed by the Department's Operational and Environmental Executive Steering Committee for Munitions (OEESCM). The purpose of the Plan is "to improve the DoD's environmental and explosives safety practices throughout the munitions life cycle." It addresses specific objectives in Acquisition (design and purchasing), Stockpile Management, Range and Munitions Use, Demilitarization, Range Responses (including cleanup), and Stakeholder Involvement. The full draft Munitions Aciton Plan, complete with a memorandum to stakeholders, is available on the Worldwide Web at http://www.denix.osd.mil/MAP. The document is 65 pages long.
