Lenny, I think you miss a few points. One, 4715.12 does make explicit reference to planning for public outreach and public participation -- although with the caveat of "if required". But just the inclusion (along with other references to the public whether by the commands, installations, or host nations) is light-years beyond the DoD Overseas Cleanup Instruction. But then, this Directive carries much more institutional weight than the Instruction. It is signed by the Deputy Secretary of Defense (rather than an Assistant Secretary of Defense). It includes a provision that the DoD Comptroller provide financial management policy for the Directive. This lack of attention to the actual costs and how to manage them is one of the seminal weaknesses of the DoD Instruction on Overseas Cleanup. It remains to be seen whether the Comptroller will provide financial management policy or whether the Services will staff and fund the requirements put forth in Directive 4715.12.
