[CPEO-MEF] President Signs Defense Appropriations

Today President Clinton signed the Defense Appropriations Act, enacting
Section 8149, the provision outlawing the payment of environmental
penalties by the Department of Defense.

The only option for opponents of the Section, which only appeared in the
Conference version of the legislation, is to include a repealing
provision in another Appropriations bill.
