The Center for Economic Conversion has released its fifth Technical Brief on Green Base Conversion Strategies, "Sustainable Stormwater Management for Military Base Conversion." The 8-page document discusses the use of vegetated channels and slopes to control stormwater run-off. It explains the importance of military bases: "Military bases are a prime opportunity for sustainable stormwater management systems. Bases occupy a significant land area, usually comprising entire watersheds or subwatersheds. They are often located near water bodies. They are poised for extensive redevelopment, creating an opportunity to design an integrated system. In addition, they present an opportunity for government and private sector developers to showcase model development." CEC briefly describes the redevelopment the former Alameda Naval Air Station, on the east side of the San Francisco Bay: "As part of base conversion, the City of Alameda is rebuilding Main Street and its adjacent open space as a linear park. This 11-acre park is designed as a stormwater retention basin that polishes runoff from the street, improves riparian habitat, and holds 3.5 acre-feet of water for flood control."
