[CPEO-MEF] Alameda Ordinance

The City of Alameda's proposed ordinance to address the marsh crust with
institutional controls, discussed in a previous posting, is now
available on the Clearwater Revival Company's web site:
http://www.toxicspot.com/brownfields/marsh_crust/ordinance.html.

The marsh crust isa one to two foot thick layer of contamination that is
speculated to occur as a continuous layer throughout a 714-acre area
comprised largely of the former Alameda Naval Air Station.
