Whatever agency - state or USEPA - has the lead has to approve of all work plans before anything is done. So if they have an approved set of CERCLA workplans, that is what has to be done. And that's HOW it has to be done. Lord knows it's hard enough to get these things finally approved. Anyone foolish enough to go and do something different without state/fed regulators' approval in a CERCLA situation deserves having to go back out and do it all over again - which is what the regulators will make them do if they go off on some other tangent.
