[SAN DIEGO] A review committee set up by the University of California has
concluded that mismanagement and poor planning are to blame for significant
cost overruns and delays in construction of the National Ignition Facility
(NIF), the world's largest laser, at the Lawrence Livermore National
Laboratory.
