Lenny,

8149 does not include environmental restoration.  So we would be looking
at exempting fines that are greater than $1.5 million for permit
violations from ongoing operations, such as exceedances of discharge
requirements.  Does anyone have any information on how many fines of
this size were levied against DoD before this section was added last
year?
