By KEVIN DENNEHY STAFF WRITER In what federal legislators and military officials call a "watershed" time in the cleanup of the Massachusetts Military Reservation, some want the suddenly cooperative cleanup effort to set a national precedent. Federal lawmakers yesterday applauded the Army for admitting that heavy-weapon training at the Cape base was a likely cause of groundwater pollution. But they warned that the issues raised in the Upper Cape could have implications at bases nationwide. "These findings obviously raise concerns about other military training in every other part of the United States," Sen. Edward Kennedy said in a statement released last night. continued....
