The General Services Administration knowingly relied on flawed ITS Data
in reaching its conclusion that transfering Sunflower Army Ammunition
Plant in Kansas to Oz Entertainment Company would not cause any
significant impacts to the quality of the human environment under the
National Environmental Policy Act (NEPA), despite NEPA's requirement
that agencies provide "accurate" and "high quality" environmental
information to the decisionmaker and the public "before decisions are
made and actions are taken."  40 C.F.R. =A7=A7 1500.1(b), 1502.24.
