More interestingly, as some may be aware, the military in other places is
not nearly so enamoured of their RAB guidelines.  At Fort Ord, for example,
they disbanded the RAB in direct contradiction to those same guidelines.

So it seems that they cite the RAB guidelines when it suits their purposes.
