I have learned from the Navy that it still has not selected a preferred construction site for family housing in San Diego, but that the likely sites all probably need to be screened for unexploded ordnance. The key question, at this time of regulatory uncertainty - with the Proposed Range Rule withdrawn before promulgation - is who will have to approve housing construction on or near a known former impact range.
