Stella On Tuesday, May 15, the Army issued its amended supplemental environmental assessment (SEA) (which I am having a difficult time getting a copy of) and its Finding of No Significant Impact. There is a 30 day comment period before they are allowed to commence their training. The SEA on the Army website: http://www.25idl.army.mil/ Additionally, the prior settlement with Malama Makua required that the Army give thirty days notice when it actually plans to resume training. They have not yet given such notification. But they are saying publicly that they wish to resume training in July or August. The lawyers for Malama Makua will sue to challenge the SEA and FNSI and to get the Army to do a full EIS. They will also file for a preliminary injunction against training. It is possible that the judge may require the EIS but allow the Army to resume training while they are doing the study. A Cover-up The amended SEA is an insult to the community. The Army sanitized documents to minimize the possible significant impacts of training. They ignored the thousands of comments calling for an EIS and glossed over the concerns that were raised during the comment sessions. I believe that there will be actions to defend the valley.
