Full GAO Probe Urged on Buried Arsenic

The General Accounting Office should investigate contamination of Spring Valley
by World War I chemical munitions and why problems remain, members of a
congressional panel overseeing the District said yesterday.

The GAO investigation, which is being requested by Del. Eleanor Holmes Norton
(D-D.C.), would examine the conduct of the Army, the Environmental Protection
Agency and other agencies and determine whether any laws were violated, Norton
said. The agency should also assess the contamination threat facing the
neighborhood, she said.

Rep. Constance A. Morella (R-Md.) backed Norton's request at a hearing
yesterday of the House Government Reform subcommittee on the District, during
which members of the panel sharply criticized the handling of arsenic
contamination in some locations of Spring Valley and American University.
